In the previous phase, Evaluate, you established visibility. You’ve shown the organization that metadata isn’t just about cost or compliance — it’s about context, clarity, and shared understanding across every team.
Now, it’s time to enable those teams. Not with policing — but with mentorship, structure, and non-blocking guidance.

- Build shared ownership of tagging practices across business units
- Introduce soft enforcement mechanisms — alerts, reports, and gentle nudges
- Create reusable assets: IaC templates, automation pipelines, scaffolding
- Define escalation paths and support models
- Reinforce metadata as infrastructure: something teams can rely on
Soft Enforcement Tactics
- Reports of non-compliant resources, sent regularly to owners
- Dashboards showing tagging health and metadata gaps
- CI/CD validations that warn — but don’t block
- Mentorship programs to guide teams on best practices
Enablement is about trust. You help teams fix issues early, not punish them late. The goal is to normalize the right behavior and make metadata part of daily delivery workflows.
